ARTICLE V OF THE 1949 WASHINGTON TREATY IN THE CONTEXT OF CURRENT CHALLENGES TO EURO-ATLANTIC SECURITY

Abstract

The long-term existence of the North Atlantic Treaty Organization in the conditions of geopolitical uncertainty of the nuclear age is a vivid testimony to the ability of the military-political bloc to support the process of Euro-Atlantic security, relying on the principles and rules that were enshrined in the Alliance Charter. But the collapse of the bipolar system of international relations, the self-dissolution of the Warsaw Treaty Organization created new geopolitical conditions. The world center of power shifted to the USA, and NATO as a military-political organization began to actively integrate into the transitional architecture of the world order. However, the beginning of Russia's military aggression against Ukraine with new force actualized the topic of NATO and the problem of introducing Ukraine into the system of the European security format. In fact, the act of aggression caused a new wave of disputes around the reason for the creation of the organization itself, the process and expediency of its expansion, and most importantly, the statutory provisions on collective guarantees of protection for the members of the Alliance. Today, politicians, researchers, and experts are again talking about the interpretation of the provisions and principles of NATO's collective security. In this controversy, a particularly fascinating discussion unfolded around the fifth article of the organization's Charter: "an attack on one NATO member is an attack on all its members". The principle of collective action, interaction, and cooperation began to be rethought in view of the level of responsibility (the nuclear potential of the US, the UK, and France) and the limited military capabilities of alliance members (e.g., the Baltic states). Therefore, the topic of using the fifth article of the alliance became relevant not only in light of the current geopolitical situation and Russia's war against Ukraine. Last but not least, the mosaic of social and political systems and the diversity of actors in international relations (USA, EU, APEC, ASEAN, BRICS, CSTO, SCO, China, India, the Asian Tiger countries, African countries, Latin America) became the reason for discussions around the geopolitical perspective of the North Atlantic Alliance and the introduction of amendments in the event of a threat to security and stability in the Euro-Atlantic region.

The article traces the process of NATO’s emergence and examines the reasons for the formulation of Article 5 of the Northern European Treaty. It is argued that Article 5, which defines the principle of collective defense, has both its advantages and disadvantages. One of the main disadvantages is that its interpretation can be broad and vague, leaving room for different interpretations and potential disputes between NATO allies. In addition, there is a risk of conflict escalation if an attack on one country is viewed as an attack on the entire Alliance. Such an interpretation can lead to the involvement of countries that do not wish to be parties to the conflict in the war.
